A Management System for Educational Agencies This article provides an introduction to a Model of an education management system titled the "Educational Resource Allocation-utilization System". Dr. Sam W. Bliss and Dr. William H. Curtis developed the model during a three year time period. The contents of this article is a brief version of Chapter One in an eight-chapter publication that presents a comprehensive description of the Model's components and processes.
Strategic Planning and Management Systems -- This document will briefly provide an overview of strategic planning and school-based management systems. Also, the content will focus on how some of the educational management systems promote strategic planning as a major and very important process.
School-Based Planning and Budgeting -- School boards, administrators and community leaders are striving for better ways to most effectively respond to the learning needs of all students. The quest for improving the instructional and financial effectiveness of school systems has lead educational leaders to explore and implement school-based planning and budgeting systems.
Zero-Base Planning and Budgeting -- Zero-Base Budgeting (ZBB) was first developed and
introduced for business use by Peter A. Pyhrr. During the development of ZBB Mr. Pyhrr
was the Manager, Staff Control, at Texas Instruments, Inc. Dallas. From this beginning ZBB has been explored and adopted by many other businesses. Some state and federal government departments have placed into practice the management concepts of ZBB. In addition, various school districts have chosen to use the ZBB model for managing their educational operations.
Software Guidelines -- Computer software applications for processing information are
extremely crucial for achieving personal goals and an organization's operational success.
A number of issues must be addressed in order to acquire and use acceptable software.
Software is perhaps far more important than the hardware it runs on and will become increasingly more critical to users in the future. It is also becoming more expensive because of its complexity.
